Chelsea Football Club has been fined £10.75 million and handed a one-year transfer ban, suspended for two years, following an investigation into financial irregularities. Additionally, the club faces a nine-month academy transfer ban that takes immediate effect.
The sanctions stem from payments made between 2011 and 2018 during the ownership of Roman Abramovich, which were not disclosed to the Premier League and other governing bodies. Chelsea self-reported these irregularities to the Premier League, the FA, and UEFA, which played a significant role in the investigation’s outcome.
The Premier League’s investigation revealed 74 alleged breaches of its rules, including undisclosed payments to players and unregistered agents. Chelsea’s previous owners were found to have made secret payments totaling £47.5 million that affected financial reporting.
In July 2023, Chelsea was also fined £8.64 million by UEFA for incomplete financial reporting by the previous ownership. The club’s proactive self-reporting and cooperation were noted as mitigating factors in the investigation.
The academy transfer ban relates to breaches of youth development rules occurring between 2019 and 2022. Chelsea has accepted the terms of the settlement in full, acknowledging that the undisclosed payments constituted a breach of the requirement to act in good faith towards the League.
“The club voluntarily and proactively disclosed to all applicable regulators potential historical rule breaches, including incomplete financial reporting that took place over a decade ago,” a Chelsea spokesperson stated.
Observers note that without these voluntary disclosures, many of the Premier League rule breaches may have remained undetected. The suspended transfer ban will be activated if Chelsea commits further breaches within the two-year period.
